Romanian Army Conducts Underwater Demolition Operation on Danube River to Safeguard Cooling Supply for Cernavoda Nuclear Power Plant

Romanian military engineers and specialized naval divers executed a controlled underwater demolition along the Danube River on Monday, utilizing 180 kilograms of heavy explosives to dislodge the Pârjoaia rock formation near Izvoarele. The emergency intervention was designed to alter the hydrodynamics of the river and redirect a greater volume of water toward the Cernavoda Nuclear Power Plant, where an unprecedented summer drought and historically low water levels have threatened the critical cooling infrastructure required to keep the station operating safely.

The successful explosion followed an initial attempt by military teams from the Ministry of National Defense, which proved insufficient due to the hardness of the submerged geological structure. To achieve a decisive breach, military specialists returned to the site with a larger explosive payload to break apart the underwater barrier. The strategic objective of the blasting operation was to slow down the swift current flowing through the adjacent Bala branch and force higher water volumes into the Old Danube branch leading directly toward the nuclear facility's water intake channels.

Acting Defense Minister Radu Miruta described the specialized intervention as an unqualified success, emphasizing that the removal of the underwater obstruction would yield benefits far beyond immediate nuclear plant operations. Miruta noted that regardless of the exact volume of water redirected in the coming days, dislodging the massive rock formation was an essential prerequisite for broader maritime navigation and future riverbed maintenance, significantly easing upcoming dredging operations along the Old Danube branch.

The military intervention comes as severe heatwaves and prolonged lack of rainfall across Central and Eastern Europe have pushed the Danube River's flow rate down toward critical thresholds, approaching approximately 1,400 cubic meters per second. The Cernavoda Nuclear Power Plant, which provides a massive portion of the nation's baseline electricity, relies heavily on continuous water intake from the Danube to cool its CANDU reactors. The situation prompted the Romanian government to declare a nationwide energy state of alert for August as dwindling river levels drastically reduced output from hydroelectric dams across the country.

Acting Prime Minister Ilie Bolojan warned that if dropping water levels forced the temporary shutdown of the plant's second reactor unit, the nation would lose roughly twenty percent of its total electricity generation capacity during a period of peak summer energy demand. State officials acknowledged that while blasting underwater obstacles might not provide a permanent solution to seasonal droughts, keeping the reactor operational for even a single additional day would generate enough power to offset the financial cost of the military engineering mission threefold.

Immediately following the underwater detonation, military personnel and civilian engineering crews initiated the extraction phase of the operation. Heavy-duty floating cranes and specialized dredging equipment stationed at the site began lifting the shattered rock fragments out of the river channel. Two large transport barges brought to the scene are being loaded with the dislodged stone to ensure the navigation channel remains clear and water can flow unimpeded. Following the clearing process, authorities plan to position additional barges along the Bala branch to act as temporary flow deflectors, optimizing water redirection toward the power plant throughout the remainder of the drought. Energy Ministry officials anticipate that critical conditions across the national power grid will persist until mid-August, making the success of the Danube engineering project essential for grid stability.
